Error download .DAT zip file

Keep getting either a "Couldn't download - no permissions"  or  "File wasn't available on site" errors whenever I try to download the file. I also noticed that the file will download about a third of the way and then reset at 0% downloaded

     Check Permissions:
    Ensure that you have the correct permissions for the file. If it’s hosted on a platform like Google Drive, Dropbox, or a similar service, make sure you have been granted access by the owner.
    If you’re accessing the file through a shared folder, try asking the file owner to re-share it or verify the permissions.
    2. Clear Browser Cache and Cookies:
    Sometimes, old cache or cookies can interfere with downloads. Clear your browser’s cache and cookies and try downloading again.
    3. Try a Different Browser or Device:
    Switch to another browser to see if the issue persists. Browsers like Chrome, Firefox, or Edge can sometimes behave differently with certain downloads.
    If possible, try using a different device to rule out local issues.
    4. Check Network Stability:
    Ensure your internet connection is stable. Unstable connections can cause downloads to reset or fail entirely.
    If you're on Wi-Fi, try switching to a wired connection, or vice versa, to see if the issue improves.
    5. Disable Antivirus/Firewall Temporarily:
    Some antivirus programs or firewalls can block downloads or interfere with file access. Temporarily disable them and try again. Be sure to re-enable them afterward.
    6. Check for File Size or Server Issues:
    If the file is large, the server might be having issues with handling the request, or your connection may not be able to sustain a large file download. Try downloading a smaller file to check if the issue is specific to the size.
    7. Try Downloading from Incognito Mode (Browser):
    Opening your browser in incognito or private mode disables most extensions and cache, which could potentially fix the issue.
