We would like to have shared link default enterprise setting showing "preview only" for our users, but allow them to change to "download and preview" as needed.
Is there a way to do this? Currently, it seems that the default setting will only allow "download and preview" to do this.

Link Viewers Can:
This option sets whether you allow content viewed through shared links to be downloadable.
- Preview and download the shared item: Enables anyone viewing the link to download the files and folders. With this option enabled, managed users can toggle the download setting at the folder and file level.
- Preview the shared item only: Link viewers can only preview the item. Download is disabled. Managed users cannot toggle this setting at the folder and file level.

Thank you for your comment. Yes, I'm aware of the enterprise settings.
What I want to do here is to have the shared link default setting for staff to be "preview the shared item only" when they create a shared link but to allow their option to change to "preview and download the shared item" if they need it.
Currently, if I allow the employee to send a shared link with "preview and download" permission, the default setting on the UI will automatically show "preview and download" option when they create a link.
The reason I want the default setting as "Preview only" is to create one moment for the employee to rethink security(to allow download or not) to whom they are sending the link to and avoid mistakes.
Hope there is a way to do this by Enterprise settings.
