I purchased the Starter plan so that I could download files send via BOX however after viewing the help article, I do not see an option to download the file after I select it. Am I missing something or do I have to purchase a different plan to download files?

Welcome to the Box Community!
You may not have the correct permission to download files if you are collaborating in a folder or if you are accessing the files from a Shared link, the download option may have been disabled and restricted by the owner.
Nevertheless, you will have to communicate with the person who owns the content you are trying to download and request download access so they can adjust your permission access.
