Is there a way to create folders that can be edited by individuals but not downloaded?

Actions taken by a user on a collaborative folder is determined by their permissions as a "Collaborator". If you grant a user with an editor access, this will grant them the ability to edit the folder and the items within that folder as well as download items on that folder. If you want to restrict other's ability to download, you can just use a Shared link which allow others 'read-only' access to the item you shared. By using shared links, you will have the option to disable the download option from the link settings, however they won't be able to edit the item you shared.
