Download file had no email notification

Platform/Service: Windows 11 Browser e.g. Firefox, Edge ...

File Type: it happen with all files that cannot be previewed, because these files have two download buttons

when click upper one, it appear this, and will trigger an email notification

but click below one, it just start downloading, and does not trigger an email notification.

It's been a long time. Is this bug not solved yet?
