Developer Account Type is Free or NOT

Hi,

I am confusing Developer Account Type is Free or NOT?

I Sign up with Free Individual below.
https://www.box.com/pricing/individual

After login box, I checked Account settings and Account Details,
there is Account Type with Individual.

while logged in box and access following url and Click My Apps
https://developer.box.com/

And then Create New App.

After creating New App.
I can see Admin Console and Dev Console in my Box account.
https://app.box.com/

And Account Type is become Individual to Developer.
Is it still Free for using this Developer account?

    Free users can convert their personal account to a Free Developer one following your exact workflow here, so yes, a developer account can also be free for lite users although it has limited features compared to a paying version.

    I've done exactly this, although I've created 3 test apps... but I continue to be a individual and not a developer.
    Did something changed?
    In my opinion BoxSign lacks a lot of documentation.

    Is this still the case? I have also tried converting my account and it remained an individual account, but my friends who did it earlier did have their accounts switch. Has Box.com stopped letting free accounts become developer accounts?
