I am attempting to add an external user to collaborate in a folder and receiving an error that the user is deactivated. Please assist asap!

Hi Jenny,

Welcome to Box Community and glad to assist! 

As of this writing, you can't send collaboration invitation on an email address with deactivated Box account. 

For your invite to go through, you can inform the user to contact our Support team to look into his/her deactivated account or just setup a new account.
