I am trying to create a flow as an admin, that when a user deletes any files then it goes and is saved to a folder and the file can get deleted as it normally would, so basically we maintain a copy of that file.

Have you thought about using the Bin/Trash functionality built into Box. The available settings depends on your particular license but it should be simpler than trying to build something.
