Co-admin domain verification

I am a co-admin, and I am attempting to make a managed user a co-admin, but I receive the following pop-up:

"Admin and Co-admin roles must use a verified domain for the primary and secondary email address. Please try again."

How do I verify this individual's domain so that they can be a co-admin?
