Is it possible to change the default notifications setting for all existing users ?
With the admin console I only find the possibility to change it for new users.

Unfortunately, it is not possible to change the default notifications setting for all existing users in the Admin console. Your users would have to change this themselves on their Account Settings.
If this is something you would like to be able to do, I would highly recommend submitting this feature request at pulse.box.com! Our product managers review these requests and take them into consideration for future product development.
