Cant open pdfs locally without Box Tools

I support users in Box at my company. I have someone who says that her workflow, up until recently, was to open a pdf in box and then select the open button to then open it  locally. Now, the option is to install Box tools to open locally which she doe not have permission to do. In the past, to open locally, she would click the open button and then choose to open on desktop. Now, that option seems to be gone. She's fine with downloading for now as a workaround but just wondering if they made this a permanent change or if its accomplished some other way.
