Cannot Transfer Ownership, because number of item limitation

Hi, recently we have been trying to transfer ownership but it didn't go well with an error message that said: 

"The item you're trying to move exceeds our current item limit for this action. Try again with fewer items, or file a case with User Services for help."
 
Question is, what is the item limit means and what is the actual limit?
We think we need to divide into some folders. Now this forder has 3621847 items.
