Cannot create a "New" document from the home page

I cannot create a new document from my main home page in box, but I can once I enter into certain folders. My supervisor says there are no issues on his end in terms of permissions. 
When I hover over the "New" button it gives the error code "You do not have permission to upload or create files" yet I can do it if I am within a folder just not from the main area. I have attached photos to help explain.
