Cannot add managed user

I just upgraded and see no way to add the managed users that I paid for. When I try to add one of the users, I'm told I can't do that.

And I see no way to add a support ticket. Your customer service system is abysmal. I'm now sorry that I upgraded. Can you please open a support ticket for me?
