Can Users access to offline files while access permission is deleted?

We are restructuring our folder tree to a new tree structure over the weekend, and during the process we are deleting user access permissions for smooth transfer of files.
Can staff view, box offline files while the permission is not granted?

If not, what would be a good solution for the user's convenience while keeping the file transfer process safe and smooth without fail.
