Can't Add New User Though Seats are Available

My admin console shows that I have 6 seats available, but the system won't let me add a new managed user. Please advise.

      Our license is for 10 seats. We currently have 8 users (I just deleted one yesterday). It’s been about 24 hours and I still cannot add another user. Plus, while I only have 8 users, the admin console says we have 9. I have a new board member and I need to get her added!

      I’m having the same issue -- just purchased an additional seat (billing page shows “1 seat left”) but every time I go to add a new user, I’m prompted to buy another seat in order to move forward -- and the prompt indicates that the result of that purchase will be 2 additional licenses.
