My team currently has 3 free accounts. I'm considering upgrading all 3 to the Starter plan. If I do that will I be able to upgrade one account to the Business plan while leaving the other 2 on starter?

As far as I know, this is not possible if all 3 accounts are already under the starter plan. If you wish to upgrade one account to a Business plan, you would have to leave it out from including in the Starter account.
To discuss this further, I highly recommend sending an email to Box billing team so they can explain to you your options. You can email them at billing@box.com
