I just bought some licenses for a group in our company. I want to manage access, but I will not use the product.
Can my login just be an administrator, or do I need a license?
If so, how can I change my account?

Can I be and Admin and not a user who takes up a license.

Box administrators are responsible for all aspects of the account, including setting and user management.
Note that Box Administrators should have a Box account and that requires a seat/license.
