Box relay triggered by dowload then move to another folder will not work.

We recently set up a relay that when a file in a folder was downloaded, it triggered the workflow that moves the triggered file to another folder. The issue we are having is when files were uploaded into the folder, they were automatically moved before anyone has the chance to view the file. Upon troubleshooting, we noticed that the "owner" was downloading the files which triggered the move. We could not figure out how the "owner" will automatically download the file. One thing we were suspecting is the Box sync or Box drive automatically downloaded the file to be saved. We hope there is a solution to this as we are stuck before we can start using box.com.
