Android make available offline kbdx file fails

Whenever I try to make a file available offline I get “offline failed”.  I have uninstalled the app and reinstalled with no changes.

 

This used to work.  It succeeds for PDFs but not text or kbdx files.

If you click on the “Transfers” icon (down arrow and up arrow in a circle), what error message are you getting?  When this happens to me, it’s usually “Preview only offlining disabled”.
