I am the admin of our account and I am trying to add a new user. When I send her the confirmation email to set up her account, she isn't receiving anything. We've checked junk and resent many times.

I have a starter plan with 3 users, but when I tried to add the third user it says : 

Managed Users 2 - 1 seat remain and when I click to view managed user it says 

Managed Users (25)

Managed users are employees in your Box Enterprise. They often share your company domain(s) and require a greater amount of control. Learn more about managed users.

25 of 3 seats used. Buy more seats - I added only 1 of them where are those 25 users from?
