ACTIVATE DOWNLOAD OPTION FAILING

Hello. I'm trying to send some links to the rest of my team in another states of USA so they can download some of the projects but when I hit the option "Preview and Download", won't allow me and says "DIRECT DOWNLOAD HAS BEEN DISABLED BY THE ADMIN OR OWNER OF THIS ITEM" but the thing is I am the owner and I never disabled this. So, how can I activate this option, because this problem is slowing us down with our work.
