individual Can’t find “Navigate to Admin Console
Users & Groups tab”

The feature to access Admin Console is only available for Business Starter accounts and above. (https://support.box.com/hc/en-us/articles/360044194393-Granting-And-Modifying-Co-Admin-Permissions)
