Ability of License Differentiation and Reclamation

Is there any API or sdk which can help us to know different subscription plans that are being used by the users within an organization. Like list of users who have been assigned Business Plus or Enterprise plans. Also is there any way to know which users are on which pricing tier/subscription plan and based on their usage patterns admin can upgrade/downgrade their plan and effectively optimize the usage of plans. We want to automate this whole process. Thanks
