A User is being asked for MFA but it was never set up

A user for one of our clients is being asked to type in an MFA code but they never set up MFA and their account doesn't even have the license to allow MFA.

    A license is not required for MFA.  External users can bet set up with MFA.

    Its up to the owner of the tenant to enable this and choose which user types will have MFA.
