403 for files details api

Hi,
I am facing a weird issue when trying to hit the files api https://api.box.com/2.0/files/<fileId>. On hitting the api with the As-User mentioned as the Owner of the files
I am getting a 403.
The api used to get the owned by is the box events api

https://api.box.com/2.0/events?stream_type=admin_logs_streaming&limit=50&stream_position=5646400000000&event_type=UPLOAD,EDIT,MOVE,COPY,GROUP_ADD_ITEM,UNDELETE,ITEM_SHARED_UPDATE,CHANGE_FOLDER_PERMISSION,COLLABORATION_ACCEPT,COLLABORATION_ROLE_CHANGE,UPDATE_COLLABORATION_EXPIRATION,COLLABORATION_INVITE,CONTENT_WORKFLOW_SHARING_POLICY_VIOLATION,SHARE

Using the Owned_by user Id mentioned to impersonate the files api but getting the error. 
Can you please help as to why and when will we get the error.

In most cases this seems to be working fine but for some specific files always getting this error .
