2FA by SMS in Indonesia not functioning

We have a problem where there is a user who already has a previous account and is a collaborator on another box enterprise account. After we invite, the user can enter but there is no access to the file. And after we select account settings to view 2FA settings, always go to setting phone numbers for SMS. However, every time it is filled in with the Indonesian code and phone number, and click continue, it always returns to the phone number input page. How can I change to authentication using the application when we can't enter the account settings for the related user?
