Do Inactive Users count towards the number of Managed Users you can have?

Yes, inactive users do count toward your total number of managed users and still occupy paid seats. Setting a user to āInactiveā status simply freezes their account and they wonāt be able to log in to Box.

āāSet the User's Status to Inactive
This will freeze the userāsĀ account, preventing them from making changes to any files. Their content will be frozen for all collaborators too, and Box Sync will also be disabled for the user.Ā An inactive managed user's Box account continues to be a paid seat license.

Yes, inactive users can be deleted. Just to add, whether a managed user has an active account or is set to inactive status, admins can delete the user if they no longer need to be part of your Box enterprise (e.g., changing roles, departing employees, etc.).
Admins also have the option to delete a user and transfer their content to another user. SeeĀ Deleting Managed Users to learn more.
Please note that:
