I know you can trigger a Relay event when a file is uploaded but is there a way to do so when a file is update/new version uploaded to an existing file?

At the moment, we don't offer the specific feature you're looking for. Currently, the available triggers are limited to those documented in our support article: Understanding Triggers and Outcomes in Relay.
