cannot preview and download

I have pdf files to view and download and it will not let me do either. I have called my IT department. I have relogged in. The people giving me access say I have proper permissions. Any help would be appreciated.
When attempting to preview, the following message is displayed.

This usually isn’t a permissions issue, even if everything looks correct.

Try opening the PDF in a different browser or in an incognito. Browser extensions especially ad blockers or security tools can sometimes prevent previews or downloads.

Next, clear your browser’s cache and cookies, then log in again and try accessing the file.

If the files are hosted on a platform like Box, SharePoint, or something similar, ask the owner to re share the file or folder and make sure both preview and download options are enabled, not just view access.

Also, if you’re using a work VPN or corporate network, try accessing the file without the VPN or from another network. Firewalls can sometimes block PDF previews.
