Can access policies in Azure be created to only allow FedRAMP box accounts and block other accounts?

I believe this is primarily a Microsoft Azure configuration, not a Box-side setting. If you have an enterprise account, I highly recommend for you to submit a ticket to our Product Support so they can further check and provide you more information.
