Some of our users are not able to search for a new user. When you add the email, which has same domain as all the other users, there is a message at the bottom that states content being shared with external collaborators. Why this behavior?

For this new user, could you please confirm whether their account has been successfully created or if they’ve been properly invited to join your enterprise? You can verify this by checking your list of managed users in the Admin Console > Users and Groups.
If the user is already part of your enterprise and you're still seeing the message indicating that content is being shared with external collaborators, I recommend submitting a ticket to Product Support so they can investigate further. On the case, please indicate the email address of the affected user.
