Why is it indicated that I have 5 licensed seats while there is only 2 managed users and just 1 external. We took this account as a test account for an integration, hence a limited budget.

If you’re seeing a seat overage, it’s most likely due to your collaborators.
For Starter or Business plans, each collaborator would require a license to maintain the two-way relationship. A collaborator is an individual who has been invited to a file or folder, and these plans do not include unlimited collaboration. As a result, both managed users and external collaborators count toward your total number of purchased licenses.
If you no longer need to collaborate with certain individuals, you can go ahead and remove your collaborators.
For future use cases, consider using Shared Links instead. Shared links provide “read‑only” access, so individuals can view your content without being added as collaborators—helping you avoid seat overages.
