Do Inactive Users count towards the number of Managed Users you can have?

Yes, inactive users do count toward your total number of managed users and still occupy paid seats. Setting a user to “Inactive” status simply freezes their account and they won’t be able to log in to Box.

Set the User's Status to Inactive
This will freeze the user’s account, preventing them from making changes to any files. Their content will be frozen for all collaborators too, and Box Sync will also be disabled for the user. An inactive managed user's Box account continues to be a paid seat license.
