I send the public link to specific people. I would like them to be able to comment on a particular upload but recently learned that they are no longer able to do this. Is there a setting for this or are people with the public link no longer able to comment?  Thank you.

To enable others to view or add comments on your file, they must be invited as collaborators.

If a user has been invited as a collaborator but is unable to add a comment, ensure they are logged in to their Box account. (If it's an open shared link, they can still preview the file without logging in.)

From the wonderful world of box hacks, we have had a similar situation in the past and did the following:

We shared the public link to the folder which contained the file we wanted a vendor to view.

We enabled the “email to folder” function in the folder settings and then provided them with the email address for the Box folder.

We asked them to email comments to the folder with the subject line “iDocument Name]- Commenter Name]” and then be sure to attach their comments as a word document.
