Can the administrator of a Box account access all the files within the Box Workspace they manage? I am currently considering downloading all the files that exist in the Box Workspace.

This is indeed possible using Content Manager, which is available on Business Plus and Enterprise plans.
As a Box Admin or Co‑admin, you can use Content Manager to access all files and folders across your organization. From the Admin Console, you’ll be able to preview, download, share, or delete files without needing to log in to individual user accounts.
For plans that do not include Content Manager, admins won’t have full visibility into all user content. In those cases, admins can only access files they personally own or collaborate on, but not files stored exclusively in managed users’ accounts.
