boxsdk.exception.BoxAPIException: Message: Access denied - insufficient permission

Trying to create a BOX ID through python SDK. But getting above error. My app authorized for the following.

 

Application Access : Enterprise

Application Scopes : Read and Write all files and folders

                                  Manager Users

 

Do I need "manage groups" to create users ?

  Could you please provide your application's client ID (accessible in the configuration tab of the developer console) and a date/time/timezone you receive this error? I can take a look in our backend logs to get some more info on why you're receiving this error.
