File within a shared folder has no shared_link

I have an application that depends upon being able to share a top level folder and have a shared_link created on all of the objects within the folder. This used to work fine, but at some point in the last 6 months, it seems to have stopped working.

 

Has something intentionally changed in the API? Does sharing a folder no longer create a shared link on every child of that folder? Did my enterprise change a setting?

  Sorry, I should probably have mentioned that I am using the python sdk, just in case something in that layer is the cause as well.
